Basis of the assessment
How does it become a score?
First we define the commitment, conditions, period and outcomes supported by evidence. The same versioned rules then apply to the approved material.
A marketing statement or a missed deadline alone does not prove an outcome. Our own collection errors must not become a project penalty.
Several documents from the same publisher are not automatically independent confirmation.
